In response to the crisis in Ukraine, LWF Ukraine has established humanitarian operation in Kharkiv and Chernihiv oblasts in the areas of Shelter rehabilitation, Winterization, Education/school rehabilitation, Protection including Mental Health and Psychosocial Support (MHPSS), Multipurpose Cash Assistance and Livelihoods. LWF Ukraine aims to support internally displaced persons and other affected communities in the Kharkiv and Chernihiv oblasts.
LWF Ukraine coordinates and works closely with the Government of Ukraine, local authorities, the LWF member church, ACT Alliance members, civil society organizations, UN agencies and other relevant actors.

Purpose
The Shelter Project Coordinator will oversee daily implementation and quality assurance of the program activities for Internally Displaced Persons (IDPs) and host communities in the LWF Kharkiv Field Office, in accordance with LWF scheduled work plans, budget and overall policies and guidelines related to Shelter/Apartment/House and other private/public infrastructure construction, repair and maintenance. The Shelter Project Coordinator will report to the Program Coordinator and will closely work with the Country Team Leader based in Kyiv.
Required qualifications
Bachelor of Science degree required and/or Master degree preferable in any relevant field.
Knowledge, skills and experience
Minimum five-year experience in project management and line management of staff.
Experience working in emergency/humanitarian/recovery context.
Documented results related to the position’s responsibilities.
Knowledge about own leadership skills/profile
Good proposal and reporting skills.
Knowledge of the context in Ukraine conflict and status of returnees, refugees, IDPs and hosts is required.
Proven ability to manage competing priorities in conflict and complex settings.
Good communication and strong computer skills.
Good organisational and prioritization skills.
Self-awareness and proven ability to operate successfully in multi-cultural environments.
Ability to achieve results and maintain consistent high standards of professional behaviour and achievement, including when working within remote management.

Main duties
The Shelter Project Coordinator is responsible for coordinating local government authorities including City Council, and Municipality, Shelter Cluster and implementing interventions LWF programs for IDPs and host communities in the LWF program intervention areas including Kharkiv City and Oblast. The Shelter Project Coordinator ensures all projects in the Shelter Cluster run in a smooth and cost-efficient manner and in compliance with LWF’s donors’ procedures and legal requirements. S/he is responsible for managing relationships with local partners, beneficiaries, church, local authorities, and visitors, including UN agencies and other donors. The position has a strong focus on increasing and expanding LWF programming in Kharkiv Oblast while improving the capacity of staff in overall project and people management.
Shelter Project Management
Oversee the implementation of LWF Ukraine Shelter project activities ensuring that SOPs, technical standards, and requirements set by local authorities and Shelter cluster are considered during planning and implementation.
Ensure participatory needs assessment and selection of beneficiaries are done in fair and transparent manner considering vulnerability criteria, maintain project records and documents including beneficiary lists are adequately prepared, compiled and documented according to LWF procedures.
Ensure procurement of shelter services and repair & maintenance works are in line with the compliance with the LWF procurement and logistics manuals.
Monitor project output achievement, cash burn rates, and ensure a timely completion of projects through review of BoQs, project logical framework, and monitoring reports.
Develop and manage shelter project budget including forecasting and expense planning, monthly and quarterly to avoid under/overspending confirming high quality works.
Prepare project procurement plan, quality checks and lead procurement committees to finalize pre-qualified and final selection of vendors/suppliers.
Forecast and mitigate risks and implementation delays due to external factors and provide necessary support to field teams to project activities implementation.
Ensure that technical standards, specifications, and relevant obligations are well met/ followed by the contractors/suppliers in terms of project deliverables in line with contracts/ agreements and donor requirements.
Ensure the application of SPHERE Project and Core Humanitarian Standard (CHS) in shelter project activities.
Promote the rights of hosts/IDPs/returnees/refugees are in line with the LWF advocacy strategy.
Adopt appropriate measures are in place for post completion handing over completed shelter/apartments repair and maintenance.
Submit quality and analytical reports including the LWF Shelter Project Factsheet.
Promote that information on affected population is disaggregated by sex and age.
Team Management

Coordination
Ensure appropriate representation of LWF in Shelter Cluster meetings and UN/ INGOs, local government led working groups and feed supporting Shelter related data.
Conduct frequent field visits to project sites to monitor activities and ensure efficient use of resources.
Feed into Shelter/NFI Cluster specific strategy development and technical proposal design with the Program Coordinator and Field Operations Manager.
Coordinate with Country Team Leader, Field Operations Manager, Program Coordinator to ensure that input and technical quality of shelter project activities are efficient.
Proactively ensure that team members operate in a secure environment and are aware of LWF policies and procedures.
Work with Safety Security Officer and ensure compliance with LWF Ukraine safety and security procedures and policies as determined by the Country Security Plan.
