Request for partnership and Provision of new entrepreneurship program in Zarqa and Irbid Community center
Overall Background:
The number of female entrepreneurs and their contribution to the economy is steadily rising. Yet female entrepreneurs face more challenges and barriers than their male counterparts. Mainly it is more relevant in development countries, that’s characterized by weak economy, gender discrimination, and restricted social and cultural norms
In Jordan, because of the low rate of women’s participation in the labor force, entrepreneurship can offer new opportunities for women to generate their own income and to support their families. Women’s entrepreneurship has become a vital ingredient in modern global economic development, as it symbolises innovation and a dynamic economy; Encouraging women’s entrepreneurship is especially important for the middleeast region where challenges such as creating new jobs, diversifying the economy and empowering women are still major issues. However, although women entrepreneurs are minorities everywhere, their share in the Middle East is far lower than in other middle-income regions. In Jordan, only 15-16% of the total self- employed businesses are owned by women in 2013.
The Government of Jordan has strengthened its commitment in recent years to gender equality and women’s social and economic empowerment through Jordan’s Renaissance Plan 2019-2020 and more recently through the preparation of the Women’s Economic Empowerment Action Plan. Furthermore, the Jordan National Commission for Women is coordinating the development of the National Women’s Strategy, encompassing the government’s vision of women’s empowerment and the national plans that address different areas of gender equality.
LWF in Jordan supports programmes that encourage and enable girls and women to participate in and contribute to their families, communities and economies more broadly, through a Community Center Approach, which provide a holistic psychosocial and life skills support with the aim of increasing the overall wellbeing of refugees and vulnerable Jordanians.
LWF focus on women’s, and children within the holistic Community Center structure, by raising awareness on main protection issues that’s rising in the community such as Sexual and Gender Based Violence (SGBV) on the one hand and assisting survivors with case management and referrals to life skills programs on the other. This two-fold tactic is part of the overall community center approach; that aim to provide a comprehensive support for the women by ensuring receiving the needed protection services in addition to engaging them in life skills programs.
The overall objective is to encourage women to participate in new life skills programs such as entrepreneurship, which will help them overcome their life challenges and acquire new skills.
Project Objectives:
The aim of the service is:
Develop a partnership with local partner to deliver entrepreneurship program at LWF location in Zarqa and Irbid community centers
Provision of new entrepreneurship activities for women at LWF Zarqa and Irbid Community centers, that tackle the trending business and life skills needs in Jordan, especially after covid 19
Duties and Responsibilities
The local service provider is expected to work closely with the LWF Jordan program and management team to agree on the program model proposed and the implementation plan
The Service provider will be responsible for the following tasks:
· Propose an interactive basic-mid level entrepreneurship program/ curriculum to LWF to be implemented in the community center targeting the age of 16 years old and above
· Prepare the training materials, its preferable to have a licensed, ready and well-developed materials
· Provide the trainees handouts /materials if exist/needed
· Conduct an advanced training/ ToT session for LWF staff on proposed program
· Conduct the program sessions in the community centers in an interactive way
· Provide reports, data and any other reporting information upon agreement with LWF
· To work with M&E Unit at LWF to design applicable tools
Suggested entrepreneurship curricula topics: (but not limited) to:
Mindset development
Communication and behavioral skills
Financial literacy and business skills
Ethics
Creativity and innovation
Deliverables
- Internal workshop (training) for LWF team on the proposed program
- Provide program curricula and training materials
- Conduct the program sessions in the areas selected by LWF in Zarqa and Irbid.
- Information sharing and reporting upon agreement with LWF
- M&E tools designed by LWF and service provider.
- Monthly & final report upon LWF requirement.
Contract and Duration
September 2021 – December 2021 with LWF support. the implementation phases will be agreed with LWF. (shall not extend beyond December 2021 in Zarqa)
Duty station:
Zarqa community Center, Irbid Community Center,
There is some possibility to conduct program in other CBOs within the same governorates
The support may require casual follow-up meetings in Amman.

Applicants who meet the aforementioned qualifications are invited to submit Expression of Interest comprising a technical and financial proposal, a clear Methodology, evaluation tools (if exist), work plan and CVs for the suggested work team. Deadline for Submission of proposals is 21st August 2021, mentioning the ToR subject.

Additional notes:
The time line of implementation may differ upon the project approval process
It is expected to have few meetings with the service provider to agree on the implementation time line, target, performance indicators, etc.
The Service provider will need to provide the profiles of the trainers
- The Entrepreneurship program is preferred to be implemented on a weekly basis for 1.5-3 months cycles, therefore the service provider shall consider this implementation style **
The curricula shall be previously designed and accredited by any formal institute
The curricula to be extremely interactive.
