BACKGROUND:
The Lutheran World Federation (LWF) has been working in Jordan since 2012, assisting Syrian refugees in the Zaatari camp and in Jordanian host communities also promoting social cohesion among the vulnerable populations. LWF Jordan Country Office is supporting to Syrian refugees and vulnerable Jordanians in urban and peri-urban host community focuses on the populous areas of Northern Jordan, in particular Amman, Zarqa, and Irbid governorates. Thematically, LWF Jordan works in the sectors of education, protection and livelihood, with gender justice and child protection being mainstreamed in all projects and activities.
SCOPE OF WORK:
The Area Manager will oversee daily implementation of the program activities for refugees and host communities in the Irbid office. The Area Manager will manage project and support staff to ensure that daily activities are implemented in accordance with scheduled work plans, budget and overall policies and guidelines while improving the capacity of staff in overall project and people management. S/he will report directly to the LWF Jordan Programme Coordinator, based in Amman. It Is essential that s/he is a strong team player, able to develop, coach and mentor field team members and is an effective communicator, able to work with internal and external stakeholders to achieve common objectives. S/he is responsible for managing relationships with local partners, beneficiaries, local authorities and visitors, including from donor partners.
ESSENTIAL JOB RESPONSIBILITIES:
Program Management
- Oversee program start-up and ongoing program management and administration of teams across various projects.
- Ensure that program implementation is responsive to communities and partners and consistent with LWF World Service and LWF Jordan Country Strategy 2019-2024, other relevant program guidelines, principles, values, quality standards and strategic plan.
- Ensure that beneficiaries are effectively targeted according to established criteria.
- Support Project Officers in reviewing and updating work plans throughout the project in cooperation with the Programme Coordinator and relevant thematic advisors (protection, livelihood).
- Establish and maintain effective PMER systems for both internal and external use in coordination with the program staff, including end-user monitoring to ensure that designated households are receiving standard and intended support.
- Ensure that monthly and final reports documenting all program activities, achievements and challenges are completed
- Work closely with the Project Officers and Thematic Advisors to develop appropriate methodologies, materials and training for individual project staff
- Integrate LWF World Service’s core commitments – Human Rights; Impartiality; Accountability to the Communities it assists; Gender Justice and Climate Justice and environmental protection into all activities as appropriate.
- Ensure the application of Core Humanitarian Standard (CHS) in all program activities.
- Ensure appropriate participation in relevant coordination meetings and working groups, government and other specific coordination meetings, supporting data flow and lessons learned
- Act as focal point for the LWF Irbid Community center.
Team Management
- Coach, train and mentor team and volunteers with the aim of strengthening their technical capacity, exchanging knowledge with the team and providing professional development.
- Provide team members with information, tools and other resources to improve performance and reach objectives.
- Contribute to country team-building efforts, help team members identify problem solving options and ensure the integration of all team members into relevant decision-making processes.
- Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
- Promote accountability, communicate expectations and provide constructive feedback via regular performance reviews.
- In co-operation with the team, supervise, hire and orient new team members as necessary.
Coordination
- With Senior Officers and Programme Coordinator; ensure that the program adequately and cost-effectively addresses the needs of men, women, girls and boys, rooted in an understanding of the context and other initiatives within the education, protection and livelihoods sectors.
- Provide daily coordination with Programme Coordinator to ensure that inputs and technical quality of program activities are efficient and coordinated;
- Organize field visits in project sites for visitors and donors when needed.
- Feed into sector specific strategy development and technical proposal design with the Programme Coordinator.
- Ensure compliance with security procedures and policies as determined by country leadership following the Country Security Plan.
- Proactively ensure that team members operate in a secure environment and are aware of policies.
- Ensure compliance with logistics manual.
- Coordinate with Finance and Admin Manager on all logistics related tasks.
REQUIREMENTS:
Qualification
- BSs degree required and Master degree preferable in any relevant field.
- Minimum 3 year experience in project management, line management of staff an asset.
- Experience working in emergency/humanitarian/recovery context.
- Documented results related to the position’s responsibilities.
- Knowledge about own leadership skills/profile.
- Good reporting skills.
- Fluency in English, both written and verbal.
Context/specific skills and knowledge:
- Knowledge of the context in Jordan- both host community and refugee camps an advantage.
- Proven ability to manage competing priorities in a fast paced and complex setting.
- Good communication and coordination skills.
- Knowledge of minimum Protection Standards.
- Strong computer skills.
- Good organisational and prioritization skills.
- Self-awareness and proven ability to operate successfully in different cultural environments.
