Background
The Northern governorates of Amman, Irbid, Zarqa and Mafraq host the largest number of Syrian refugees. Zarqa governorate hosts 51,437 refugees as of October 2019. Most households living in host communities have depleted their savings and rely on borrowing money and illegal work to get by. With no hope of returning to Syria in the near future, Syrian households are becoming increasingly hopeless and increasingly vulnerable. Refugee children are especially at risk and negative coping strategies such as child labor and early marriage.
The Lutheran Welfare Federation, in response to the Syrian refugee crisis, established operations in Jordan in 2012. LWF is assisting refugees and vulnerable groups in Amman, Zarqa, Irbid, and Mafraq governorates. LWF is running projects related to Protection, Livelihoods, Education, and Cash. Since September 2019, LWF established its fourth community centre in Jordan in New Zarqa. The community around the centre has access to ceramics art therapy sessions, Zumba classes, PSS classes for children, caregiver sessions for parents, individual counselling, etc.

Scope of work
The Consultant will conduct a multi-needs assessment with specific focus on protection, livelihoods, education and basic needs in Zarqa governorate. The Needs Assessment includes the development of following outputs:
- A needs assessment findings report with clear recommendations for future programming
This position is initially for a period of 20 working days.
Specific deliverables
The consultant will produce and deliver a full proof-read analytical assessment report in English (not exceeding 25 pages) following the outline:
· one page executive summary
· background / introduction to the assessment
· presentation of methodology and target groups surveyed
· Analytical presentation of findings, clear identification of gaps and specific recommendations for future programming, including proposed activities and relevant indicators.
The consultant shall ensure that the needs assessment is inclusive and that LWF’s mission and principles, as well as the seven humanitarian principles and Do No Harm principle, are respected by all staff.
Person specification
Mandatory
• Experience of at least >5 years of progressively responsible professional experience in program management, evaluations, needs assessment and coordination, including at least 3 years international experience.
• Substantive knowledge and understanding of needs assessment, strategic framework, and programming.
• Relevant academic and professional experience, including global and country level experience.
• Expertise and experience in the humanitarian and development sector contexts and programs.
• Management experience including the ability to multitask and the ability to complete tasks working with tight timelines.
• Excellent analytical, research, writing and communication skills.
• Large autonomy; high flexibility and adaptation capacities to the contexts and environment, solution-oriented.
• Strategic thinker.
• Ability to comply strictly with deadlines and work in a timely manner.
• Able to guarantee security of staff and adhere with LWF’s Security and Safety policy.
Complementary
• Specific background one of the sector targeted by the assessment.
• Experience in working in international/inter-cultural settings.
• Understanding of the Jordan context, previous experience in Jordan or the Middle East is an asset.
Required language skills
Fluent Arabic and English mandatory
