Haiti: Program Manager LWF/NCA

Background

The Lutheran World Federation (hereinafter referred to as LWF), Diakonie Katastrophenhilfe (hereinafter referred to as DKH), and Norwegian Church Aid (hereinafter referred to as NCA) have all been present in Haiti for the last decade or more. They formed a joint office in 2016 and developed a joint Program Strategy in 2017. Starting in late 2018, a Program Manager is sought to manage the LWF/NCA Program, alongside a Program Manager for DKH. They will work in close coordination, and both will contribute to the implementation of the Joint Office Strategy.

The Joint Office Strategy focus areas are DRR and Adaptation to Climate Change, Economic Empowerment and Food Security, Justice, and WASH, and Program Quality and Support, as decided in the 2017-2020 Joint Office Strategy.

The Program Manager LWF/NCA will be on an employment contract with LWF, overseeing a portfolio with significant contributions from and technical exchanges with NCA. He/She will coordinate closely with DKH.

Mandate

A. Lead the strategic development of project portfolios of LWF and NCA, in coordination with DKH, towards a streamlined and proficient integrated country program.

B. Ensure successful implementation and quality assurance of all LWF and NCA projects and program related activities, and joint projects with DKH.

C. Identify and pursue funding opportunities to sustain the country program.

Responsibilities

A.Revisit, help develop and operationalize the country strategy (10%)

· Assist the Country Director in strategic planning processes in accordance with agreed approaches

· Communicate, in collaboration with the Country Director, LWF and NCA missions, purpose, strategic goals and programme objectives amongst all programme staff and partners to create mutual understanding and ownership

· Play a key role in monitoring of emerging socio-economic-politico developments and possible emergency situations

· Adapt the project implementation approaches to ensure strong results and successful achievements in line with the strategy

· Explore complementarities and synergies of DKH, LWF, and NCA on programmatic mandates, approaches, procedures, tools, reporting, donors, etc.

B.Ensure successful implementation and quality assurance of all LWF/NCA projects and program related activities (70%)

· Capacity building and capacity assessment of partner organisations (10%)

  • Foster sustainable partnership with local NGOs

  • Initiate and oversee calls for concept papers, calls for proposals, capacity assessment and evaluation of proposals as needed

  • Ensure preparation and revision of contract agreements

  • Provide guidance to program staff to support the implementing partners during all phases of the project cycle

  • Guide/coordinate the assessment of partner organizations and the jointly developed capacity building plan for partner organizations.

  • Develop and maintain a system for measuring implementing partner performance

· Project Management (30%)

  • Adhere to the Joint Office strategic plan (and Act Alliance framework whenever relevant) and develop comprehensive action plans

  • Be responsible for the planning and establishment of any new project interventions, both emergency and development activities (strong coordination with DKH on emergency projects).

  • Oversee the elaboration of project proposals and required documentation packages

  • Ensure successful completion of all project implementation with the Program staff team

  • Supervise and train sector coordinators as budget holders for their own projects

  • Directly oversee some projects with transversal thematics

  • Oversee the preparation and follow-up of time schedules and work plans of project activities to be implemented in coordination with the related program and field personnel

  • Identify gaps in the management of the projects and take actions for the improvement

  • Guide the programme staff for needs assessment and/or compilation of data necessary for elaboration of project proposals

· Monitoring and Evaluation (supported by MEAL officer) (10%)

  • Ensure the monitoring and evaluation of field work for the successful and smooth implementation of the projects.

  • Work towards the integration and implementation of an PM&E plan and instruments

  • Monitor the program activities

  • Provide support and guidance to the programme staff for quality planning, monitoring and evaluation of projects

  • Contribute to Joint Office planning and reporting

· Human Resources (10%)

  • Supervise a small team of staff of up to 15 people (no more than 5 direct reports)

  • Promote an open, diverse and participatory work environment

  • Oversee the recruitment process and ensure that teams have qualified and performing staff members of the Program Department

  • Provide supportive and guidance supervision to program team members including staff orientation, coaching, training, development and performance appraisal

· Project Administration and Coordination (10%)

  • Oversee the quality of narrative project reports (including graphs, tables, photos) prepared by program staff and ensure timely submission

  • Ensure that program staff liaise with Admin/Finance Coordinators for timely funding transfers to partnership projects based on the progress achieved

  • Ensure the coordination with partner organisations for project related correspondences, feedback and support, when needed

  • Ensure all project documentation, agreements, important correspondences are properly filed

  • Attend related meetings and coordination platforms in agreement with the CD

C.Identify and pursue funding opportunities to sustain the country program (10%)

· Play a key role, in collaboration with the CD, in maintaining donor relationships and exploring new sources of funding, including for Joint Projects

· Be responsible for local level communications related to program and funding, including institutional donors

· Be instrumental in securing funding for program implementation

· Maintain and update regularly the donor mapping for Haiti

D.Others (10%)

· Accompany project visitors to the field when required, in consultation with the CD

· Attend trainings and workshops in agreement with CD

· Represent professionally LWF and NCA interests with implementing partners, government and donor entities in collaboration with the CD

· Respect the security plan and procedures and be a model for the team members

· Carry out any other tasks assigned by the CD

2. Requirements of the Post

2.1 Experience

· Minimum of 5 years of program/project management experience in the non-profit field

· Experience in the programmatic areas of DRR / Climate Change, Economic Empowerment / Food Security, Justice, WASH, or Program Quality and Support, highly recommended

· Humanitarian experience recommended

2.2 Qualifications, training, knowledge

· Diploma (bachelor’s degree) in a relevant field, Master’s degree preferred

· Mastery of Microsoft Office suite and ability to learn new computer programs

· Mastery of French

· Haitian Kreyol and English also strongly recommended

2.3 Competencies

· Financial management of projects

· Strong monitoring and evaluation skills

· Leadership

· Ability to delegate and work in a team

· Willingness to travel

Reports to: Country Director (CD)

Base: Port-au-Prince, Haiti with frequent field travel

Start Date: Immediate
