Background
The Lutheran World Federation, in response to the Syrian refugee crisis, established operations in Jordan in 2012. The Lutheran World Federation is assisting refugees and vulnerable groups in Amman, Zarqa, Irbid, Mafraq and Za’atari camp. The Lutheran World Federation is running projects related to Education, WASH, Livelihoods, Protection, Rehabilitation and Humanitarian Assistance.
Purpose of the position
In order to ensure timely and quality implementation of the above mentioned program, LWF Jordan is seeking to recruit a protection coordinator to oversee protection activities in Jordan. The Protection Coordinator will be responsible for a team dedicated to implementation of programing including but not limited to psychosocial, child protection, SGBV, case management and streamlining protection throughout LWF Jordan projects.
Specific Responsibilities:
Program Management and Development
- Lead, manage and oversee all activities under the LWF Jordan protection unit
- Establish and maintain working relations and collaboration with authorities, working closely with the MOH, relevant Field Coordinators and other Protection Coordinators, to ensure the effective implementation of activities, development of alternative opportunities.
- Establish and develop SOPs with government and other partner agreements as appropriate.
- Oversee and supervise the activities of partner NGOs receiving sub-grants when needed.
- Develop and contextualize training materials and deliver trainings on child protection, case management, psychosocial and other relevant topics to staff, government and local partners.
- Ensure effective M&E tools and mechanisms are operational within project teams
- Contribute to the development of the Jordan Protection strategy and interventions within an integrated country program strategy. Contribute to integrated program strategic planning and lead sector-specific strategic planning.
- In coordination with the Program Manager and Country Director, write programmatic sections of proposals insuring quality indicators, inclusion of rights holder feedback into all future project development.
Representation, Coordination & Partnership
- Participate actively in the Protection Working Groups and other coordination forums.
- Establish and maintain relationships with relevant ministries and other protection actors, working closely with the MOH, relevant Field Coordinators and other Protection Coordinators, to help establish LWF Jordan as a key actor in Protection.
- Participate in the development of advocacy messages regarding protection issues.
- Identify, select and collaborate with partner organizations in line with the LWF Jordans partnership process. Accompany and build capacity of partner organizations as per partnership agreements.
- Coordinate internally with the Program Manager and Country Director to ensure child protection activities implemented by LWF Jordan are complementary and effectively coordinated.
- Where appropriate lead joint activities and trainings with ACT members as needed.
Logistics Support
Carry out all of the procurement processes for the LWF Jordan program, in line with the LWF Jordan procurement manual, procedures and guidelines.
Financial Management & Accounting
Follow LWF policies and procedures to insure goods and services are only purchased with correct authorization and within budgetary limitations.
Human Resources
- Participate in recruiting and building capacity of protection staff
- Provide ongoing support, mentoring and on the job training for direct supervisees conducting regular performance review.
- Actively seek out formal and informal training opportunities for protection staff and partners
- Ensure that all child protection staff have timely performance evaluations and receive regular feedback
Qualifications and Experience
- Masters qualification in social work, child protection or other relevant field.
- 5 years of experience in humanitarian work with a combination of experience in child protection, SGBV, Psychosocial with at least 3 years’ experience implementing programs for Psychosocial programming, case management, child protection systems strengthening, and streamlining of protection.
- Solid knowledge and understanding of international child protection
- Personnel management experience, including staff capacity development and team building experience
- Ability to coordinate staff and partner at distance and ensure their capacity building. Planning, monitoring and evaluation skills in direct and remote management intervention
- Ability to work well both within a team and independently, in a challenging, fast-paced multicultural environment
- Proficiency in spoken English, excellent writing skills, including previous proposal writing experience, working knowledge of Arabic an advantage.
- Experience in working in complex emergencies, coordinating and supporting programs through remote management,
- Experience of working group and/or refugee contexts a plus.
