Background and Context
Lutheran World Federation (LWF) has been operating in Djibouti since 2009 and has accumulated significant knowledge and experience in supporting refugees in the country. LWF has been mandated to intervene in the areas of Education, Child Protection and Community Service in Markazi, Ali Addeh and Hol-Hol Refugee camps and Djibouti Ville. The Youth initiative aim at building the necessary skills and capacities of refugees and asylum seekers youth to take advantage of livelihoods opportunities and enhance self-reliance while in displacement and on return to their countries of origin. Specific interventions include capacity building training on small business skills and entrepreneurship, financial literacy, vocational skills training. The implementation of the youth initiative been carried in Hol-Hol Refugee camp.
LWF intends to enhance the capacity of 30 member Youth group in business management skills to start and improve a small scale Business. The overall objective of the training is to have the youth equipped with the skills to develop high quality business skills and mentorship support to other youths. LWF would like to hire the services of a Consultant to carry out a Small Business Skills development Training of the selected youth group.
Objectives of the Consultancy
- The overall objective of the consultancy is to conduct a Small scale business skills Development process for the selected youth group in Holl-Holl
The specific objectives include
- To equip the youth with the capacities to enable them start a small businesses and to develop and strengthen their basic management skills for better performance, profitability, while creating jobs in the process
- Conduct the required preparatory mentoring skills to provide business development support to other refugee and host youth entrepreneurs.
Specific Activities/Outputs
The expected outputs include
· Developing an inception report relaying the detailed work plan outlining and proposed methodologies and instructional design for the training package
· Meeting to review the inception report with LWF, Djibouti Management;
- Conduct training sessions; the delivery methods should include blended learning appropriate semi literate and illiterate youth
- Training module and materials in hard and soft copies and in the English and Somali languages.
- Comprehensive, and detailed training report;
- Maintain an up to date attendance list of participants for all sessions.
- Administer pre & post test training evaluation
· Draft basic indicators and monitoring tool to assess the impact of training workshop.
- Certificate of Attendance for all participants who fully attended the workshop.
Duration of Engagement
It is proposed that the assignment will take a total of 10 days in two sessions which include actual training days and field work. The training is planned to take place between 24th September and 5th October 2017
Qualifying Criteria for Consultant
The Consultant should possess the following qualifications and experience
- Bachelors’ Degree in Entrepreneurship, Business Development, Finance, Economics or other field related to Business and Entrepreneurship plus 4 years of relevant experience or relevant work experience.
- Proven 3-5 years' experience in conducting trainings of Potential Entrepreneurs and Training of Entrepreneurs.
- Demonstrated understanding and clear knowledge of Business Management Skills Development, Entrepreneurship and MSMEs, Market and Value Chain Development, MSMEs,
- Highly developed skills in adult learning approaches;
- Must be willing to travel to and stay in Holl-Holl during the training and related activities;
- Experience in protracted refugee contexts, working in Somalia or refugee camps and working knowledge of the English and Somali language as highly preferred.

Reporting Arrangements
The Consultant shall work under the direct supervision of Project Coordinator while maintaining a close working relationship with the Community Service Officer.
Terms & Conditions
- The Consultant should adhere to the LWF staff Code of Conduct and Child Protection Policy guidelines;
- The Consultant shall provide the above services to the highest professional and quality standards as deemed by LWF and UNHCR.
- The Consultant shall not assign or transfer any of the obligations or benefits of the engagement to 3rd parties without prior notification and written consent of the client (LWF).
- The Consultant must ensure that the personnel engaged possess the necessary experience, qualifications and certifications for the execution of the tasks assigned
- The Consultant must operate within the budget allocated and agreed upon and set timelines.
