South Sudan: Deputy Program Coordinator (Open for South Sudanese nationals only)

Duties and Responsibilities

The Deputy Program Coordinator (DPC) shall report to the Program Coordinator (PC) and shall provide technical support in the design, monitoring, reporting, coordination and evaluation of LWF emergency and development programs in South Sudan, in line with LWF and donors' policies, guidelines and systems and relevant international humanitarian standards. The position holder will deputize for the Program Coordinator and to act on his/her position when the Program Coordinator is away.

Specific tasks:

  • Provide guidance to Team Leaders, sector coordinators and field project staff in the design and execution of needs assessments, baseline surveys, community consultations and prioritization exercises.

  • Lead the development of concept notes and the writing of project proposals for new projects that meet LWF quality standards and conform to donors’ and other technical guidelines.

  • Guide project staff in the writing of project log frames, development of M&E plans/frameworks, work plans, working budgets and procurement plans for each grant in line with LWF and donor guidelines.

  • Ensure that project proposals, reports and other documentation relating to program matters are developed, finalized and submitted in accordance with donor requirements/formats and within the relevant time frame, and in accordance with LWF/DWS policy and guidelines.

  • Play an active role in the implementation and tracking the progress of LWF South Sudan country program strategy.

  • Continually work on identifying and applying innovative approaches and durable solutions in the country program’s initiatives.

  • Maintain a coordinated and effective working relationship with donors, partners, and other stakeholders.

  • Participate in the relevant forum meetings, coordination clusters, partners’ planning meetings and networks to discuss and take action on program matters.

  • Actively contribute to the planning and facilitation of training and capacity development of LWF South Sudan program staff.

  • Facilitate the documentation and dissemination of lessons learned, best practices, success stories, most significant changes, case studies and other useful changes during implementation to improve performance continually.

  • Play a lead role in the country program’s cash based interventions as the main focal point for such interventions.

Minimum Qualifications and Personal Specification:

  • Master’s Degree in Development studies, Development Management, or related areas
  • Minimum five years relevant experience
  • Experience of active participation in the development and implementation of country strategies
  • Strong experience in applying relevant accountability and quality standards in program delivery
  • Practical experience in managing and/or supporting cash based interventions
  • Strong facilitation skills.
  • Excellent analytical skills
  • Excellent written and spoken English
  • Ability to meet deadlines and if necessary work for long hours when deadlines are tight
