Purpose
The Program Manager is responsible for managing the operations of the Bouar, Central African Republic (CAR) office, including team and budget management ensuring good and timely implementation of projects.
He/she is also responsible to ensure that the LWF World Service Team Leader is provided with timely and professional advice on all matters related to the situation, team and projects implemented in the Bouar operational area.
The Program Manager shall take advice on programmatic matters from the LWF World Service Program Coordinator based in Bangui and, as appropriate, the LWF Team Leader for CAR.
Qualifications and Experience
•Experience: More than 3 years of experience in project/program management and coordination, preferably with an international NGO, and with some supervision experience. Experience working CAR a major plus. Experience with UN Agencies, bilateral donors, ecumenical partners and other NGOs. Awareness of the general political, economic and development dynamics of the Central African Republic and the region. Knowledge of LWF, its member churches and related agencies. Knowledge and experience in complex emergency crises and security management and risk mitigation would be a significant asset. •Education: University degree in humanitarian aid, international development, peace-building/peace studies, social sciences, civil engineering, agricultural or environmental studies, or other relevant field. •Professional skills: Strong coordination, organization and management skills. Knowledge of planning, reporting and quality and accountability requirements of major donors. Skills and commitment to train national staff and communities to increase their capacity for self-help and development. Excellent communication skills in both verbal and written French. Proficiency in English would be an asset. •Personal Attributes: Cultural sensitivity and adaptability. High degree of integrity and professional responsibility. Main duties
- Program Unit Management and Staff Development: a. to assist the LWF/DWS Team Leader or his/her designate in the overall coordination, management and support of all LWF/DWS projects in the LWF operations in Bouar;
b. to be responsible for the supervision, coordination and training of the program unit staff, and ensure that they carry out their functions in a timely, coordinated and participatory manner;
c. to coordinate relevant and appropriate training as part of the LWF/DWS overall strategy of capacity building, community development and empowerment, staff development, training and exchange;
d. to develop comprehensive and clear orientation, briefing and induction course/programs for newly recruited staff and/or existing staff employed in a new capacity within the program;
e. to be part of the interview panel for the recruitment of senior level project and program level staff.
- Strategic Planning and Program Management: a. to collaborate to the development and implementation of a country program strategy (including a fund raising strategy), through participation in planned meetings, evaluations and events as well as sourcing of relevant information and liaison with other players / stakeholders;
b. to be responsible for the correct programme implementation according to donors guidelines as well as LWF standards.
c. to be responsible for the planning and establishment of any new project interventions, both emergency and development activities, and to ensure that these proposals are established within the LWF/DWS (and ACT where appropriate) guidelines (and strategic plans) and the program’s strategic plan;
d. to be responsible for the in-country reporting and communication between the field office and the office in Bangui.
e. to ensure that project proposals, reports and other documentation relating to program matters are developed, finalized and submitted in accordance with donor requirements/formats and within the relevant time frame, and in accordance with LWF/DWS policy and guidelines, in collaboration with the TL in Bangui;
f. to fulfil the highest programmatic, administrative, quality and accountability standards through adopting and implementing the DWS policies and guidelines such as the Rights Based Empowerment as well as adhering to the Codes of Conduct and other quality assurance guidelines to which DWS is a signatory (eg. SPHERE standards, CHS etc);
g. to ensure appropriate and timely use of project funds for activities and Bouar operational office support costs;
h. to maintain a coordinated and effective working relationship with identified partners, with project managers and program level sector managers (ie. Finance, Logistics, Personnel/Administration).
- Program Coordination and Networking at field level: a. to plan regular staff coordination meetings and to develop the agenda in liaison with the LWF/DWS Programme Coordinator or his/her designate and other sector managers;
b. to participate in the relevant fora, meetings and networks (in country) with relevant active partners to discuss and take action on program matters (planning, coordination, implementation, training, M&E, liaison);
c. to liaise with government, NGOs, implementing partners, related agencies, member churches and other agencies regarding program activities to ensure effective planning and coordination;
d. to be the primary point of contact in Bouar for program issues for project managers, other NGOs, related partners/agencies and donors;
e. to make regular field trips to monitor, follow up and discuss important program matters with the project management, and to report back to the Country Management Team in the country office;
f. to be a member of the Programme Management Team in the country office and participate in meetings as and when called by the LWF/DWS Team Leader, to discuss pertinent and pending policy and program issues;
g. to assume any other responsibilities as may be assigned to her/him by the LWF/DWS Team Leader, Programme Coordinator, or the person(s) designated by them.
