Humanitarian Principles and Accountability Trainer

Overview

The INGO Forum (CCO[1]) in Central African Republic (CAR) is currently seeking an experienced humanitarian professional to lead several training sessions for partners’ personnel in CAR.

The focus of the training will be on the diffusion of the Humanitarian Principles and Accountability.

It is estimated that trainings will be provided to hundred persons (to be determined) with basic to advanced level of understanding of Humanitarian Principles, humanitarian assistance delivery and Accountability (although numbers and level of experience of trainees are subject to change).

The Consultant will also be tasked with other activities in support of these trainings, which may include networking, outreach with the intended audience, research, evaluations, preparing documents, and presentation of the work and approaches.

Background

The knowledge and the implementation of the Humanitarian Principles and Accountability in CAR by humanitarian actors at different levels (staff, senior staff, national and international) are not satisfying. In a transition context, with a UN integrated mission (“triple-hat” blurring lines between politics, military and humanitarian actors), it is important for humanitarian actors in general and INGO in particular to distinguish themselves by knowing and complying strictly with these Humanitarian Principles and Accountability. Within the framework of a common approach INGO and CCO have set aside resources for recruiting a Consultant (Trainer) along with a national assistant to come to CAR in order to design and facilitate these trainings in various locations within the country.

Overall objective

The overall objective of this mission is to strengthen the knowledge and the implementation of the Humanitarian Principles and Accountability amongst the humanitarian actors.

Specific Objective

The INGO supporting this initiative would like to train its staff on the Humanitarian Principles their implementation in the CAR context and through field activities. Improvement of the Accountability of the staff towards beneficiaries would also be a key aspect of the trainings.

Timeline

The consultancy will consist of 4 months with start date foreseen in late September 2015:

· Review of current partner practices [nb of working days to be determined]

· Preparation of training tools and modules [nb of working days to be determined]

· Training sessions [nb of working days to be determined]

· Evaluation and Post Monitoring Training [nb of working days to be determined]

Location

The Senior Consultant Facilitator is due to travel extensively to points in CAR, including conflict affected countries where the partners carry out their work. Below the current partners’ locations:

· CCO: Bangui

· DRC : Bangui, Batangafo, Ndele and Paoua,

· FCA : Bangui and Berbérati ,

· LWF: Bangui, Berbérati and Bouar,

· Internews : Bangui

· IRC : Bangui, Kaga Banforo, Bocaranga

· NRC : Bangui, Carnot, Ndele et Sibut

· World Vision : Bangui, Bouar and Yaloke

Reporting and Management

The Consultant will report to the CCO Coordinator on behalf of the partners and will work closely with the INGO partners’ Representative. While in the field, the Consultant will comply with the host INGO security and operational rules and regulations.

The Consultant will supervise one national Assistant (to be recruited locally by the CCO).

Expected deliverables

The Humanitarian Principles and Accountability Trainer will be responsible for:

· Developing and implementing a tailored, 1 to 3 days intensive Humanitarian Principles and Accountability courses covering introductory, intermediate and advanced understanding of humanitarian assistance

· Developing templates for training report and final mission report

· The course should cover:

o Introduction to Humanitarian Principles and Accountability

o Understanding Core Humanitarian Standard, HAP[2] and Spheres standards;

o Basic notions of International Humanitarian Law;

o Architecture of the Humanitarian system;

o Main actors and mandates;

o Main sectors of intervention;

o Principles of coordination of humanitarian assistance delivery;

o Protection;

o Humanitarian Information Systems

o Accountability and transparency

o Introduction to CAR Civil-Military Guidelines

· The course should be of benefit to the current staff of the organizations but should be accessible to other staff members and local partners’ as well (to the extent possible).

· The consultant will contribute to the development of radio messages on Humanitarian Principles and Accountability in close collaboration with Internews and CCO communication officers

· The trainer will regular link with Partners’ management and will provide regular updates, including:

o Baseline paper of partners’ capacity

o Outline of training module

o Final report on trainings per location

· Providing a final mission report with challenges and recommendations

Activities

The consultant(s) will

· Prior to the training session, conduct a thorough review of current practices of the organization in order to tailor training sessions and provide specific recommendations geared toward making an immediate impact.

· Design and propose a curriculum in French

o for training with basic to intermediary level of understanding of Humanitarian Principles, humanitarian assistance delivery and Accountability

o for Training of Trainer (ToT)

· Supervise a national assistant (fluent in French & Sango)

· Supervise the translation of the various curriculum modules in Sango by the national assistant

· Schedule and organize the training sessions all over the country in both French and Sango in close collaboration with the partners

· Ensure follow up visits to the staff trained in the all identified locations (to the extent possible) with a view to discuss issues the staff may have encountered during this period and assess ways to improve their implementation of the principles taught.

· Provide recommendations for the setup of a joint complaint mechanism.

Qualifications / Experience

The following qualifications and expertise are required for the position:

· High level knowledge of humanitarian Principles, Accountability and International Humanitarian Law;

· Experience in humanitarian assistance delivery in conflict related crisis;

· Extensive experience, expertise and demonstrated excellence in facilitating workshops and/or other types of trainings related to humanitarian affairs;

· Experience providing technical instruction/training in Humanitarian Principles and Accountability;

· Master’s degree or higher in a relevant field such as International Relations, International Law, Humanitarian Affairs, or Advanced Education

· Excellent organizational skills, attention to detail, and follow-through

· Excellent written, verbal and interpersonal communication skills

· Excellent computer-based research skills

· Fluency in French required, English desirable and Sango an asset

· Reliable, flexible, and able to work both autonomously and as a member of a team, proactively and with limited supervision

· Willingness to undertake extensive travel, including to conflict affected areas

· Experience with humanitarian needs assessment and information management a plus.

Logistical considerations

· Accommodation and local transport material will be directly covered by the partners while in Bangui and in the field

· The CCO will also directly cover costs related to stationary and basic equipment for the training.

· Transport to and from Bangui will be covered by the CCO on behalf of the partners

· Other costs (meal, drinks, communication...) will be covered by the Consultant.
